Confused. As well as concerned.
I knew about this already from the point of view that it was going to affect concerts at our church to raise money for the Junior school PTA!! First I've heard that it affects bellringing, -which is surely a straight noise issue covered by noise nuisance laws- because I thought the esssential point was the profit thing. I've heard Kim Howells on the radio, and his point then was not noise, but a competition issue- he said it was not fair churches and pubs could compete with commercial music venues without having to comply with same rules about numbers, crowd safety and paying a fee like a concert hall or whatever. Hmmm.
Anyway they*say* they've backed down on the churches Brownie concert issue; but the whole thing seems typically ill-thought out and out of touch.
